New deputy Chief Executive Tom Walker joined Homes England in October 2017. Tom’s appointment comes at an important time for the agency as it prepares to re-launch, with a renewed ambition to speed up housing delivery and make places better. Tom’s place-based focus and extensive relationships will enable Homes England to better align their priorities with combined authorities and other ambitious places to invest in markets and deliver real housing growth.
From April 2014 Tom was the Director of the Cities and Local Growth Unit. This is a cross-cutting team of 160 people across BEIS and MHCLG. The team has a Whitehall-based group and regional teams across England. Tom was responsible for implementing the Government’s Devolution Deals with our major city regions including the mayoral elections in April 2017. Tom also had responsibilities for the Government’s local growth policies including Local Enterprise Partnerships, Enterprise Zones, Growth Deals, HS2 Local Growth Strategies, Growth Hubs and Coastal Communities.
An urban geographer by background, Tom was previously Deputy Director, Enterprise Zones in the Ministry of Housing, Communities & Local Government and before that, as Deputy Director for Neighbourhood Planning, led the work to turn neighbourhood planning into a national movement of community planning.
